GE is not really reknown for being generous in compensation. They pay just above market average. Nicer perks come in after Senior Manager or Executive positions depending on the country. You will always be paid higher if hired as an external candidate. When being promoted internally there's a cap on the salary you can be raised, even when HR and C&B acknowledges that your position is worth more. Then you'll have to be fighting for your missing raise the following year to get a market adjustment. However, if you join a leadership program or CAS/XLP you'll be paid well from the first day.
